DOVER - A 66-year-old Dover man has been arrested on reckless conduct charges following an incident in which he is alleged to have driven his vehicle directly at a jogger who was running on Spruce Lane on Tuesday.

Richard Hebbard surrendered to Dover Police on Monday after detectives obtained an arrest warrant charging him with felony reckless conduct.

The victim, an adult male, alleged that while running on Spruce Lane Tuesday around 9:35 a.m. he was almost struck by Hebbard, who recklessly drove at him forcing him off the roadway.

Hebbard is being held in preventative detention at the Strafford County House of Corrections pending an arraignment today in the 7th Circuit Court - District Division - Dover. A class B felony is punishable by up to seven years in state prison.
