City's deputy city manager attains certification

WASHINGTON - Blaine M. Cox, Deputy City Manager and Director of Finance and Administration of the City of Rochester, N.H., recently received the Credentialed Manager designation from ICMA, the International City/County Management Association. Cox is one of more than 1,300 local government management professionals currently credentialed through the ICMA Voluntary Credentialing Program.

To receive the prestigious ICMA credential, a member must have significant experience as a senior management executive in local government; have earned a degree, preferably in public administration or a related field; and demonstrated a commitment to high standards of integrity and to lifelong learning and professional development.

Rochester City Manager Daniel W. Fitzpatrick, a member of the ICMA Advisory Board said, "This designation is recognition of Blaine's knowledge, experience and dedication to professional local government management. A strong component of the ICMA credentialing is a commitment to continuing professional development."

Cox is qualified by 17 years of professional local government executive experience. Prior to his current appointment in 2010 at the City of Rochester, he served for 9 years as the chief financial and administrative officer at the Oyster River Cooperative School District (a three-town, public K-12 school district) and for 3 years as the Town Administrator of the town of Epping, New Hampshire.

Cox also teaches a post-graduate level course in public school finance & administration at the University of New Hampshire and has also made significant contributions to the Rotary Club of Rochester, New Hampshire. He currently serves as the club Treasurer.
